Please help, I have a DCDALIPCIP250-2 integrated with a CBUS system and the lights on DALI B won't turn off and I have no control using the sensors or switches. Does anybody know how to fix this or what the problem could be.

Check the power output, what’s the voltage? Also if possible check to see if there’s a dead short on the Dali line, remove cables from the power supply to do this

Your best bet is one of the following:
1: Contact your system Installer: They should have full understanding of the system installed and be able to debug / identify the fault that has occurred.

2: Contact Clipsal Customer Care: Contact Clipsal Customer Support Link provided, you have options to Call, email or chat online, However for C-Bus systems their first point of call will be have you contacted your installer. They may also advise of a installer to support you in your region should you not have contact with the original installer.

Main Step for C-Bus is Call 137328, Choose Option 2, Advise the agent your after C-Bus support and wish to talk to a level 2/3 Tech support.

3: Post this topic on SpaceLogic C-Bus Forum - Schneider Electric Community. This is the official forum for C-Bus and is monitored, observed by personal from Clipsal / Schneider Electric.

To Help you in some SAFE support and diagnostics there are many ways that C-Bus and DALI may be in use when you see a DCDALCIP250-2 DALI Power supply and C-Bus present on the same Job, However i will assume your Residential Job so the most likely scenario is that you will find present in same cabinet, a C-Bus DALI Gateway 5502DAL, located next to or nearby to the DCDALCIP250-2. If you are not Licensed Electrician, you should not be accessing / removing the escutcheon layer of the Distribution board, for your own safety, please do not access the live electrical wiring of the cabinet. Leave this to the Licensed and experienced tradesperson.
The main point in explain what to look for above, is so you may better explain what is your system to a Support personal, As the mention of DCDALCIP250-2, can have multiple meanings, for how your system may be installed, but the presence of a C-Bus DALI Gateway 5502DAL will ensure that your providing the right information for support.

As you claim it is only Line B that is not responding, it is somewhat unlikely that there is a issue with the 5502DAL which is the bridge between C-Bus and DALI, as this is a 2 Line device and Line A is assumed working fine. but the Unit/Coms and C-Bus Leds on this device should both be ON, Flashing is OK, but if one or both are Off, that is a issue.

The DCDALCIP250-2 Also has a number of indicators and buttons on the unit accessible from the front, so if it is safe to do so (escutcheon layer is installed) there are some diagnostics and observations that may be made from this device. Link to Manual. For Line B, The LINE B Led should be On Solid (it may also flicker very fast from time to time but remain otherwise ON Solid) if this LED is not ON, then there is a problem/fault condition on the DALI Line, if the LED is flashing slowly once per second, there is a Short or other fault on the line, if it is OFF there is no power to the line or other possible error, IN any case if this is not ON, you should contact installer, DALI is not safe to fault find and should be left to Experienced, Licensed trades person. The TEST B LED Should be off, If both of these LEDs are correct. then you may again test the DALI Line using the LED/Button for Line B , but please be careful not to press for long period or press other buttons on the unit as most of these buttons are for programing and installing your DALI devices and could potentially mess up your current install for which you will need professional support to correct. A short or Quick press of ON button for Line B will send a toggle of the DALI line between On and Off, if your DALI Line is communicating this will confirm this and you should observer all lights on Line B turn on and Off, if this does not occur, you may have fault on the DALI Line, and again, Please contact installer to resolve.

In Addition to my previous response.

DALI unless programmed to be different will usually default to a On State when there is Loss of coms / power on the DALI line.

So you description of the issue matches with this behavior, and should be supported by the status LINE B Indication on the DCDALIPCIP250-2 as described previously,
