Unit status LED = off, is this dead?

I have a 2nd hand 12 Ch relay unit. The Unit LED stays off. Mains voltage present, can see unit on toolkit and edit but not responding to switch keypad commands or Toolkit flash lighting commands...nothing makes the relay channels work. Cbus LED is up when connected to net. Tried a reset via Toolkit. No diff. So, glumly, I have to accept the unit is cactus...or is there anything I'm missing/can try pls?
