I installed a new temperature sensor (5031RDTSL) on my network. It seems to be working fine except that it shows a voltage of only 0.5V . I have moved it to another location on my network, near units displaying a normal voltage. What could it mean other then the voltage sensor of the unit is defective ?

It is almost certainly the case that the temperature sensing circuit in that unit has a fault. This is quite independent and shouldn't affect other aspects of the unit's operation.

Opps, yeah, correct. Voltage sensing circuit.
