Piced is used to program the wisers. Homegate is a HMI - a visual interface to the system.

Wiser is free so star there and you should be fine

Homegate is an end-user application that isn't required for cbus commissioning or operation. It gives you the facilities of a touch screen on a standard pc, so you are getting additional functionality at an additional cost. Given how long it's been since the last update and the demise of the touch screens, you would have to assume that it's on life support anyway.
