does the new 4.11 piced start without running c-gate/java?
CGate has the option to run as a service now and I think it is the default. From the CGate manual in C:\Clipsal\C-Gate2
PICED needs C-Gate in order to operate. If C-Gate has been started as a service, you will not see it running as a task. If C-Gate is not running, then PICED will start it up like it used to.
