project is 4 channel relay and 4 gang switch.
If the switch is not connected to the network the local toggle works on the relay.
As soon as the switch is connected all groups turn on after about 3 seconds and the local toggle function will not work on any group.
    Any answers appreciated.

    no burdon?
    no cbus clock?
    bad wiring?

press and hold any button on the relay for 20 seconds.
This will put the relay into learn mode and automatically setup the system (should address the relay as GA 001 and set the clock. Probably wont set the burdon though)

Once the Unit and Cbus lights are flashing alternatively press any button on the relay once.

Your system should now be setup ready for first time use.

    Now try your simple setup.

Clock is enabled on the relay.
Burden is hard wired at the switch.
Voltages at both are around the 32-33V range which indicates the supply pair are ok.
"warwicky" suggested the "remote on" pair may be shorted. I have reterminated at both ends but who knows for the other 30 Metres of cabling I can't see so I will follow this up and test the entire length.
