Leading Edge transformers are designed to be dimmed using Leading Edge dimmers. The most simple case for this is an iron-core transformer (inductive) dimmed with a Triac-based dimmer.

Trailing Edge transformers are designed to be dimmed using Trailing Edge dimmers. The most simple case for this is is an electronic transformer (capacitive) dimmed with a MOSFET dimmer.

The type of light that is connected to the transformer is independent of whether it's designed for leading or trailing edge dimming. You can buy both leading and trailing edge transformers suitable for dimming 12V halogen down-lights, for example.

The above are general statements, so you'll need to read the manufacturer information for more detail.
