Just want to see if there is any problem/issue when using a netbook (with atom (CPU) and XP or 7 starter(OS)) to run all the common C-Bus software?

No it's doable - I've run toolkit and worked on a number of networks using a little HP netbook - just avoid Vista if at all possible [it works but Vista is a pig]
