Just wondering if a C-Bus installation needs to have it's own switchboard or if it can co-exist with conventional switches.

I have a sub-board with 3 rows, of which only the top row is currently populated and I'm considering putting C-bus in one of the other rows.

Absolutely! C-Bus output units (e.g. dimmers, relays etc) are designed to be installed into electrical switchboards by qualified and licensed electrical workers.
