What is the difference between 0-10 Volt dimmer and a 1-10 Volt. And can the Clipsal 0-10 Volt Analoge Output Unit still work with the 1-10 Volt balast

Yes, the C-Bus Analogue Output unit works with both 0-10V and 1-10V ballasts.

The main difference is that 1-10V ballasts typically treat a level lower than 1V as being either off or minimum brightness, whereas 0-10V ballasts dim down to almost 0V. This might give you a small "dead band" at the bottom of the dimming range for the 1-10V ballasts, which you can compensate for by adjusting the minimum brightness level in the Analgoue Output unit.

In practice, you'll probably struggle to pick the difference.
