    Hi

I am doing a low cost budget project. I find that buying a c-bus PCI to program the c-bus unit is over my budget. I wonder if there is other alternative to program c-bus unit without PCI? Or can I DIY the PCI ? anyone had try it before?

Not really. If you don't want to pay for a PCI just for programming you could consider buying a component for the system that performs another function and includes the interface functionality, for example a Wiser2, a B&W Touchscreen, or one of the new Automation controllers.

Another option might be to keep an eye on eBay... they pop up from time to time there.

How to use learn mode to upload the programming into the c-bus unit?

Learn mode allows you to define what a key does directly from the key unit. No uploading or interface or toolkit required. It has it's limitations, but it's cheap, which seems to be your main requirement. It's all spelled out in the docs for each unit.

But honestly, just go out and buy a serial interface. It's a one off purchase that you can use on any future project. It's rare there isn't one for sale on e-bay.
