I've been through a similar set of issues with these sensors, and concluded that they are designed for offices where you want a fairly high ambient light level, and when you use them in a domestic setting where much dimmer lighting is appropriate, then the light sensor is useless. Very frustrating. I've had to set mine up as NickD suggested. I used the light sensor on an outside PIR to enable all the indoor sensors, its a bit clunky, because the natural light varies from room to room, and the outdoor PIR enables all the sensors, therefore switching lights on in rooms where its still fairly light, but at least the PIR function is now working OK.
