Is there any way to test that a 5500PS is outputting correct power to the network?

    Thanks in advance.

Disconnect the 5500PS and measure the bus voltage of the system near where it was connected. Reconnect the 5500PS and measure again. Voltage should go up a bit. How much depends on how close the network was to its power limit. This is rough but will give you an idea. Note that power supplies can also appear to work but generate noise that can interfere with bus operation.
