This is true when using CGate2 with Toolkit, Circa, Tica or C-Touch.

If you want to use C-Gate as a part of an actual building control system (i.e. permantly connected to network) then licensing will be required if you want to use it for more than 1 network. The above products are not restricted and have full access to all networks.

Toolkit has some magic that 'unlocks' CGate for all networks..
